Process · First move
The informal PCN challenge: your first move costs nothing
Before the Notice to Owner, most councils accept an 'informal challenge' - a simple letter or web form. Sent early, it freezes the 14-day discount: if rejected, you normally get the discount re-offered. This is the cheapest, most frequently successful stage.
Why this stage wins most often
Councils cancel a large share of well-evidenced informal challenges because an officer reviews with discretion - including mitigation - and the cost of defending a weak ticket exceeds £0 of income. Once formal representations are rejected, discretion shrinks and the tribunal tests law, not sympathy.
What to send
PCN number, vehicle, one statutory ground stated plainly, 2-4 dated facts, the exhibits, and one short mitigation paragraph if it applies (breakdown, emergency). Ask for cancellation and for a Notice of Rejection if refused, preserving the tribunal route.
The discount mechanics
The 14-day discounted amount is normally held while the first informal challenge is decided; if rejected, councils re-offer the discount for a further 14 days. Check your council's policy - it is on their PCN pages.
When NOT to go informal
If the 28-day NtO window is close, or your ground is purely documentary (ownership, hire, payment), submit formal representations in the prescribed form instead - the statutory clock beats the friendly letter.
