PCN appeal letter template (with grounds that match the law)

Councils reject vague appeal letters and accept specific ones. This template is built around the nine statutory grounds - the only grounds a council may consider - with the exact evidence each needs. Copy the structure, swap in your facts, attach your evidence.

How to use this template

Pick ONE ground that fits your facts (below), state it in statutory language, then attach only the evidence that ground needs. Never send a letter that mixes several hopeful arguments - adjudicators and councils treat scattergun appeals as weak.

The template

Dear [Council parking team],

PCN no: [number] · Vehicle: [registration] · Location: [street] · Date: [date]

I challenge this penalty charge notice on the ground that [ground - copy from the list below].

The facts are: [2-4 dated sentences, each tied to a piece of attached evidence].

I attach: [numbered exhibit list]. I request that the penalty charge notice be cancelled. If you reject this challenge, please treat it as a representation under the Civil Enforcement of Road Traffic Contraventions (Representations and Appeals) (England) Regulations 2022 and issue a Notice of Rejection so that I may appeal to the adjudicator.

Yours faithfully, [name, address]

The nine statutory grounds (pick the ones that fit)

  1. The contravention did not occur - e.g. you were loading (delivery note), the pay-&-display machine was faulty (photo of error), signage was missing or unclear (dated photos), a valid ticket was displayed (photo of ticket).
  2. The penalty charge exceeded the relevant amount - charged above scale, or increased after timely payment.
  3. The Traffic Regulation Order was invalid - the restriction was not properly made.
  4. You were not the owner at the time - sale documents, DVLA keeper record.
  5. The vehicle was taken without consent - police crime reference.
  6. Hire company that supplied the hirer's name - rental agreement.
  7. Procedural impropriety - the council broke process: defective notice wording, missed deadlines, impossible timeline.
  8. The officer was not prevented from serving the ticket - only for a ticket sent by post because the officer said they could not serve it; your timeline or witnesses.
  9. The penalty was already paid - receipt.

FAQ

How do I write a PCN appeal letter?
State one statutory ground in the council's own language, give two to four dated facts, attach the evidence that ground requires, and ask for cancellation with a Notice of Rejection if rejected so you keep your tribunal rights.
What are the grounds to appeal a parking ticket?
In England: the contravention did not occur; the penalty exceeded the relevant amount; the Traffic Regulation Order was invalid; you were not the owner; the vehicle was taken without consent; hire company supplying the hirer; procedural impropriety; already paid.
Is it worth appealing a PCN?
If a statutory ground genuinely fits and you hold the evidence, yes - successful appeals cost nothing and councils cancel on strong evidence. If only sympathy applies (mitigation), success is discretionary and less likely at tribunal.
